Which version of Cheese is that, and with which version of gnome-video-effects? If you run Cheese from a terminal, do you get any warning messages printed?

Yes it was run from the terminal but no error messages printed

You should get a warning about an out of range property 'delaytime' if you have the latest stable gnome-video-effects installed, together with the frei0r plugins. Which version of gnome-video-effects do you have installed?

Please verify that you have the recommended frei0r plugins installed, by running at a terminal:

gst-inspect-1.0 frei0r

It turned out that the bug occurred when the number of available effects exactly matched the number of visible effects. I fixed it in master and gnome-3-10 as 3cb01fcb31ef43cd08c0154a37f4c4224cb70e4b and 11a5493457570dd59a9478b01c21ad36b5a8abba, respectively.
