Bug related to #6970

When "Write tags, titles, and other _metadata to photo files" is enabled, if
you tag an already imported picture, and re-import it, the picture gets
duplicated. Very annoying.

shotwell 0.14.1, lubuntu

Steps:

In Preferences, enable "write tags"

Import a picture by dragging it from the file manager

Tag it.

Reimport it, you'll find "picture_1.jpg" in the Images folder.
