I use Left Ctrl+Shift as keyboard layout switching hotkey long time. It works normally in GNOME 3.4 (for example, in Ubuntu 12.04.3).
What I mean by "works normally":
1. It switches keyboard layout
2. It allows me to copy and paste text in gnome-terminal even if I selected non-latin layout (for example, Russian)
3. It allows me to select text with Ctrl+Shift+arrows.
4. It allows me to switch tabs in Firefox from right to left (with Ctrl+Shift+Tab).

In newer versions of GNOME I can't perform pp. 2, 3 and 4. 
I tested this on Ubuntu 13.10 (GNOME 3.6 and GNOME 3.10 - see https://bugs.launchpad.net/bugs/1245473) AltLinux p7 (GNOME 3.8), Mageia 4 (GNOME 3.10) and Sabayon (GNOME 3.10).

As a temporary solution I can use right Ctrl+Shift as keyboard layout switch and left Ctrl+Shift for pp.2-4. But it is not comfortable for me. 

So, please fix this bug.

I don't know where you got the idea that 2, 3 and 4 used to work before. It never worked, I just tested with GNOME 2.28 and X server 1.13.

In fact, it can not be made to work as long as the layout switch is triggered on key press (as opposed to on key release). See https://bugs.freedesktop.org/show_bug.cgi?id=865 .

But it really works on Ubuntu 12.04.3 (with gnome-session-fallback 3.2.1-0ubuntu8 and GNOME 3.4.2). 
Please install and test it if you do not believe me. 
I have this setting on two machines - it works on both.

How do you do?

I found another confirmation on my friend's installation of Ubuntu 12.04 with GNOME 3.4.2. He has Ctrl+Shift as keyboard layout switching shortcut and he can use Ctrl+Shift+C/V for copying and pasting text in GNOME terminal.

So please, kindly confirm, reopen and fix this bug in newer releases of GNOME (starting from at least 3.8.x - it will be used in Red Hat 7 and Gentoo stable soon).

Putting CTRL+SHIFT as the keyboard layout change hotkey should not disable all CTRL+SHIFT+<Any key>

I can confirm this bug is real and is affecting more and more people.
CTRL-SHIFT used not to conflict with other keybindings. Now it does.

I understand that people living in an English speaking country do not get how engraved the ctrl+shift shortcut is in peoples heads and just saying that it is not worth fixing is a bad idea. It is mostly people who deal with windows who are using this shortcut a lot. And by refusing to fix this you are adding another barrier for entry in to the linux ecosystem.
