multi screen: when the secondary screen is above the primary, can't move a window to the secondary

Given a gnome-shell session with two screens. The primary containing the Activities bar and the secondary screen without. If the secondary screen is configured above the primary screen, windows hit the activities bar and cannot be moved to the secondary screen. The solution would be to prevent the primary screen to be below another screen, or at least display a warning that moving windows could be difficult. It should also be possible for the user to change which screen is primary.

You can - in Settings->Display, drag the black bar to the preview of the monitor you want to become primary (it's not the most obvious UI, which has been addressed in the last 3.10 release) Thanks for the bug report.
