Usually I open applications on different workspaces so I think is quite normal to have more than one workspace active

If you restart the shell  (ALT-F2 then R) I noticed that all previous workspaces are closed  and all opened applications are placed on the first workspace 

My expectation is that after the restart the shell  nothing should change in terms of active workspaces and window placement on them
