Sync user accounts panel with the control center

A lot of work was done on the control center's add user account dialog during the 3.9 cycle. This fixed a number of issues I've observed with initial setup, such as unfriendly password advice and lack of good feedback when the confirmation password does not match. It would be really good to have these changes reflected in initial setup also.

I think that many changes have been already synchronized between g-i-s and g-c-c. Just the enterprise accounts page is missing some tweaks...
