I can't get the focus on these buttons using the keyboard. I remember to be able to do that before the buttons move to the headerbar. I can move to the input source panel using Enter, but I've got stuck in the input sources panel.

It appears that buttons in a GtkHeaderBar are not keyboard focusable when that header bar is set as the title bar of the GtkWindow.

That would explain why gnome-initial-setup and gnome-control-center both have non-focusable buttons now. And it suggests that anyone using the new GtkHeaderBar with buttons may have added this accessibility breakage.
