"Authentication required by wireless network" dialog should not be modal

The wireless authentication dialog cannot be moved, therefore it frequently covers up on-screen text that will be used as a reference while typing authentication information. The modal dialog also blocks the mouse cursor from selecting text in underlying programs for copy/pasting authentication details while entering a command, clumsily forcing users to pre-copy their authentication details before attempting to join a network. The modal nature of this dialog drastically hinders usability. This dialog should have a title bar so it can be moved, and whether or not it is always-on-top, it should not block access to other windows so as to enable interactive authentication input via copy/paste and other means (e.g., switching to other windows to look up information).
