My Google account credentials expired, and the Online Accounts window says: "Expired credentials. Please log in again" together with a log in button. When I press the button, and then go through the login process, the message and the button persist, and other programs are still unable to access any Google services.

This happens even if I remove and re-add the Google account, so I am completely unable to log in to it any more.

Are you using Google 2-factor authentication?

Prior to GNOME 3.9.5 support for Google 2-factor authentication was broken (see bug 688364). This has now been fixed, and will be part of the GNOME 3.10 release.
