Add "Startup Applications" tab

Currently we have a deprecated tool for adding and removing programs from the list of things automatically started at login (gnome-session-properties). This is slated for removal. After discussing it with a number of stakeholders we think the best place for it for now is the tweak tool. However, we would need to make a few adjustments to how it operates. Currently, the tool includes not only apps but session services. These should not be present in the new design. We only want to allow adding and removing actual apps. Otherwise, it is far too likely the user will unwittingly break the system. Not to mention these things should be transparent implementation details to the user. We should also make it easier to add currently running apps to the list. And to add arbitrary apps as well. And to have a convenient way to add all running apps to the list. I think it would be useful to have a way to clear the list as well.
Works for me. I have some of the infrastructure already in place for creating (startup) desktop files from existing applications. Is the recommended way of doing this still in ~/.config/autostart/X.desktop I'll ask Alex (GSOC student) and Allan about some mockups.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
