Systemd allows to start services on demand when specific hardware (as tagged in udev) is found. We can use this to have ModemManager running only when ID_MM_CANDIDATE tagged devices are found in the system.

Yeah, it would start if MM_CANDIDATE devices are found, and then quit after a short period of time if no modems were actually detected.
