Hi Michael,
OK - to reproduce:
Start gimp
There is a toolbox and the main window on screen.

The toolbox in my case is either 2 or 3 columns of icons wide.
If the gimp logo is missing from the left end of the header, then it cannot be dragged to a new position on the desktop. As in:

If the width of the toolbox dialog is dragged out until the gimp logo appears on the left end of the toolbox header bar, then it can be dragged around the desktop.
As in:

If I close the toolbox and re-create one with CRTL/b then it always appears like this at two columns and is immovable:

What do you mean "immovable"? Can't you just take it by the window
title and drag it around?

No, not if the logo is missing from the left end of the header bar (window title) as I explained.

As it is in the first and last images it won't move.

By dragging out one side of the box until the logo re-appears in the header THEN it can be dragged around.

It's annoying as this is the default state (image3) for a new toolbox made with CTRL/b.

Ah I see, this is an issue with your window manager, please file
a bug report there. It can't be that you can't move a window just
becaus the title is too narrow.

OK that I accept, and to check I ran it in Gnome and indeed the box can be dragged around at any width.

However if the toolbox is closed using the X while it is a sensible shape (maybe 4 icon columns wide) and then a new one opened either from the menu or using CTRL/b, the new toolbox is only one column wide and drops off the screen at the bottom.

It seems that maybe the toolbox width is not being saved on close, or maybe even set to zero, so that a minimum width is always set when it is re-opened.

If this were not the case then the issue with kwin would not in fact be a problem, however I will still report it to kde.

Yes indeed, but the problem about a new toolbox being created too narrow
is tracked in bug 686929.
