communicate half-tiling as window state

with csd in gtk, we switch off window borders when maximized, and we need to do the same when half-tiled, otherwise we get an odd translucent frame around the half-tiled window. This means that half-tiled needs to be represented in the window state somehow.
should we have a property like "_NET_WM_WINDOW_TILED" with the edge, e.g.: LEFT RIGHT though that would only cover Mutter's tiling, and not eventual future tiling modes, in which case we would probably need a _GTK_WINDOW_TILED property instead.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
