The wifi password dialog pops up and grabs user focus when you select a network that requires it. That's perfectly okay though, as it is in immediate response to a user action.

What is not okay though is that it pops it up again some time later if the password turned out to be incorrect. At that point attention has been moved elsewhere and popping up the dialog again is definitely stealing focus.

So really, the only time ever when that dialog is shown is on the initial attempt directly after the user has chosen the network.

This might be a dup of bug 660293. A lot of discussion going on there about the network password dialogs.

Yeah, given that discussion with designers has happened on the other report, better mark this as a duplicate and detail your use case there.
