pulsesink: add support for AAC pass-through

This patch adds AAC pass-through output to pulsesink.
I also posted a patch for libgstaudio in gst-plugins-base (#694443),
and one for pulseaudio.

Although MPEG2 and MPEG4 AAC should use different header values in the payloading to IEC61937,
the current implementation disguises MPEG4 AAC as MPEG2 AAC,
because it seems to work at least on my AAC decoder and
I don't have the spec and just refered to the source codes from FFmpeg
which implements just MPEG2 AAC.
