Windows with WM_STATE = Iconic shouldn't be visible in the overview

This is currently an issue with native Steam client for Linux which is using iconic state for new, unread chat windows. These windows aren't expected be shown by window manager. An output from xprop looks as follows: _NET_WM_STATE(ATOM) = _NET_WM_STATE_HIDDEN WM_STATE(WM_STATE): window state: Iconic icon window: 0x0 _NET_WM_DESKTOP(CARDINAL) = 0 There's an issue on GitHub in Steam's issue tracker for this: https://github.com/ValveSoftware/steam-for-linux/issues/1511
Essentially all window managers show iconic (minimized) windows, sometimes. For example KDE shows them if you hover the window list, and Unity shows them in alt-tab. Would it be a big problem to have the window at the right size from the start?
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
