JPG have a comment (see "rdjpgcom").  When I'm viewing a JPG in eog however I see only the EXIF data and not the jpg comment.

Or, even better, have the JPG comment appear in a tooltip as you mouse over the image.  Or, have it appear in the title bar of the window.

png, gif, tiff, all support similar comment mechanisms.  Gimp can write the comments.

Exactly.

Several parts of eog are in need of some refactoring. Metadata handling is one of them. So, maybe when we get around to that this can be changed. See also bug 699297.
