Displaying a header in the toolbar is a standard pattern for GNOME 3 applications. It allows the header to be displayed when windows are maximised and their titlebars hidden. It also helps to frame toolbar controls.

In the case of Settings, showing the panel name in the toolbar would ensure the correct hierarchy between the grid button and the panel title. It would also help to frame controls on the right hand side of the toolbar.

If the panel name is displayed in the toolbar, the window title should always be Settings.
