Fails to pick up existing ethernet connection when IPv6 enabled

NM is supposed to leave ethernet type devices up when the daemon is stopped and pick up existing connections on restart. This works for IPv4 only connections for both DHCP and static IP. As soon as I enable IPv6 (in my case I run radvd), this breaks and NM re-initializes the connection on startup. Attached is a debug log (debug-ipv4-only.log) where I've set ipv6 to ignore. Here I can restart NM without any network outage. When I set ipv6 to auto, that no longer works.
