Change the way Settings search results are gathered

gnomecc.menu isn't used by gnome-control-center anymore and will be removed from there before 3.7.5. Either gnome-shell needs to: - ship the gnomecc.menu/gnomecc.directory files itself and use them - special case the gnome-control-center search provider to display as per design (see bug 690577 for the addition of such a search provider).
In bug 650699, we want to be able to hide particular panels from view, and we want others to appear dimmed if hardware for it isn't available. I think this is a case for the 2nd option, as it would centralise the functions to show/hide/dim the panels.
Florian pointed me to: http://git.gnome.org/browse/gnome-shell/tree/src/shell-app-system.c#n109 Which shows gnomecc.menu also being used to cache the desktop files, and used to launch the specific settings panels in the status menus.
