Due to changes in gnome-control-center, this no longer works.

JS LOG: Settings panel for desktop file gnome-sound-panel.desktop could not be loaded!

The reason for the problem (which btw affects *all* settings except for the general item in the user menu) is the removal of gnomecc.menu in gnome-control-center. Bastien has added it back temporarily, but it will be removed again after the 3.7.4 release.
Let's handle this in bug 691779, which deals with the gnomecc.menu removal.
