[IMAPx] Mark individual folder for automatic update

The old IMAP folder had a property for "Always check for _new mail in this folder", but it is not part of IMAPx, forcing unnecessary updates of possibly large "Archive" folders from the server.
I plan to bring the capability back, but not the way IMAP did it. The UI was horrible and I'd really like to kill off those binary state files once and for all and keep the settings in ~/.config/evolution/mail/state.ini. The UI for this should be a folder tree with checkboxes, similar to Folder -> Subscriptions. Possibly as a new section in the Account Editor.
This should work without evolution even being installed, thus the ~/.config/evolution/mail/state.ini is a wrong place to use. That said, the provider/account specific data should be saved in provider/account specific folder. I do not want to loose my setup when I temporary disable the account or the folders are temporarily unavailable due to vpn not started or server outage. I do not know what's wrong with the UI too. If I want to see what the folder can do, then I open its properties. It's a logic way to search for options for a particular object. The same is done when you call Edit->Preferences, when you want to see options for the object named "Evolution". And the binary file being used in the background? I agree it's not the best option, but has nothing to do with the missing feature.
