GNOME Panel overlaps context menu

GNOME Panel overlaps context menu, so upper entries of such menu are not available. This effect is shown on the attached screenshot.

Are you sure it's gnome-panel, and not gnome-shell? Also, does this happen with all apps or just pidgin (or gtk+ 2.x apps)?
I'm not sure about gnome-panel. I can't reproduce this bug on GTK+ 3.x apps; it seems, it affects only GTK+ 2.x.
I've succeeded in reproducing the same bug for GIMP, so it's not a pidgin specific bug.
I'm 99% sure with the screenshot this is gnome-shell. I'm not sure if that's a gnome-shell or mutter issue, though.
Yeah, it was fixed in GTK3 (Bug 641999), but not in GTK2. AFAIK, there's no (planned) solution from the Shell itself, so I'm marking this as a duplicate. The way to go is GTK3 anyway. *** This bug has been marked as a duplicate of bug 641999 ***
