If we remove fallback mode, all that code is no longer necessary, and background drawing can be moved into the shell entirely.

Actually, i think we can just remove the background plugin altogether.

The background drawing has now moved to gnome-shell, allowing
smoother integration, animated backgrounds, etc.

gnome-shell now handles drawing the background, as per:
