scrollbar behavior doesn't mimic Gtk

Specifically, the shell toolkit scrollbars (in the shell, gdm, etc.) should read and follow the gtk-primary-button-warps-slider setting, so they actually behave the same as the scrollbars in the rest of the GNOME apps. gnome-shell-3.6.1-1.fc18.x86_64 gtk3-3.6.1-1.fc18.x86_64

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
