I'm seeing this here as well, but it is not the emptying of the trash that triggers the problem, but the switching from backdrop to normal (which is triggered by opening/closing the confirmation dialog). It also cuts off the "Network" headline when this happens. Not sure if this is related but I have a "pretty" hostname which is used instead of "Computer".
Yes, any load will make things move. I just noticed. :)
At least it was not blinking many times per second while the operation is performed (try to delete a lot of files and then empty the trash to see it... it happens on 3.14.3 at least)
