In gnome-3.6 I can not change keyboard layout in Alt + F2 run dialog. 

How to reproduce.

1. Add additional layout(e.g. Russian)
2. Create keyboard binding for layout changing(e.g. Alt + Shift)
3. Change layout to Russian
4. Run Alt + F2 dialog
5. You can not change layout in this dialog using Alt + Shift. You can only close Alt-F2 dialog, switch layout using Alt + Shift and then run Alt-F2 again.

This has the same underlying issue as all the other 'shortcuts don't work when the shell has a grab' bugs. Like bug 643111

This error can also be seen in locked screen and Observe mode and login screen, but changing keyboard layout about mouse is working. Also, xneur don't find any layout besides enghlish..

As a workaround for 3.6 you can use the patch in bug 685676.
