The rows in the wireless CC panel prelight regardless of the mouse position on the row - the prelight effect is (barely) visible on the right arrow at the end. 
This would make you think you get the same action regardless of the point you click on the row, but the right arrow is actually a different click target.

Also, since the prelight effect just for the right arrow is very weak, it's hard to understand which network will be activated when the mouse pointer falls into some blank space between the network names labels.

I think there are a number of things that could be improved here - some ideas:
- make the symbolic icons prelight instead of the right arrow when the mouse is on the left side of the row
- use a different background color on prelight in one or both of the two areas
- delimit rows with lines
- draw a little radio mark at the left of the currently prelit network, below the tick

Fixed in GNOME 3.8 with bug 691285.
