IMO a toggle only makes sense where it can be used in both directions, but when totem is full-screen you can't even access the app-menu/toggle and 'undo' the toggle.

For comparison, gnome-documents doesn't use a toggle in the app menu for 'Fullscreen'. This should be consistent for all applications offering a full-screen mode.

We would actually want it to be a toggle because the app menu (and the top panel) should be available when the application is in fullscreen and controls are shown.
