Why is this patch needed exactly? The libxslt build shouldn't use any C++ compiler flags.
Not sure, I made a new version of our package not do that now. Lets just see if there will be any issues from not having it. My best guess would be that maybe in the 2012 era, there was a AC_LANG([C++]) or some such in configure.ac, or in some other cases a C++ compiler could have been called in those tests. The patch was introduced with no good details, just as part of "version bump" and I think there's no point chasing it more. Lets just see how it goes. Closing this bug accordingly and will reopen with more info, if it turns out necessary.
