It isn't needed for the lock screen. It is for the login screen.

This bug is similar to bug 682542.

Are you sure about this ?

If I was typing a letter in Japanese, then got distraced by hallway chatter, I may not be able to type my password if there is no way to get back to English...

I think he refers to the unlock dialog, not the real GDM greeter.
Anyway, this will be fixed together with bug 682542.
