blank screen not entirely blank

While gnome 3.4 is setup to 'blank' the screen, the panel remains visible when locking the screen, so it's not really 'blank'. This OTOH stops various screens from 'detecting' the fact that they could switch to power saving mode... Reproduce: simply select 'Lock screen' in the 'user menu' in gnome shell.
