When I do an export in JPG format and turns on "File size" then the size "1.3 GB" is always reported.
I use this option very much to get the file size within a desired range. With this error I have to export several times and adjust the quality parameter until I reach the right size.

I have tried the official version of GIMP and 32 and 64 bit version from partha, but all with the same behaviour.

A comment without relation to the above: It is a step backward for me in 2.8 that I now always have to export jpg files. It feels much more natural to me to save a file in the same format as you opened it in. It is like you have to use "Save as" every time you would save in the default format.
