With the new input sources setup its impossible to set modifier combos (eg Alt+Shift, Ctrl-Shift)  or Caps-Lock as a switching shortcut,  
Usage of such modifier combos for switching between en/cyr(bg or ru) has been a long standing tradition in Cyrillic speaking contries like Bulgaria.

FWIW the bug for this going forward is actually bug 682349
