Add a color saturation setting

Created attachment 214908 [details] [review] patch Add a color-saturation setting, which will get used by the shell magnifier to modify the color saturation. The allowed values are floating point numbers between 0.0 (for grayscale) and 1.0 (for full color).

The gnome-shell patch which depends on this bug got pushed, triggering an abort. This patch has been marked a-c-n, so I just went ahead and pushed.
