The size setting of brush tool option will became unchangeable frequently. 
for instance, when I click one of the brushes at brush selection window.

Similar but not same. The problem is that size setting become unchangeable, even if you click the arrow button, no any response.

It tried to reproduce with the current GIMP 2.8.2 on Win7 but failed.
Can you try again with GIMP 2.8.2 from gimp-win.sourceforge.net and report back, please?
Which language did you select in Edit/Preferences/Interface and what is your systems language setting?
To reproduce the bug a screenshot would be helpful, too.

Usually I would have to close this bug as INCOMPLETE as no further information was given. 
Exceptionally let's have an eye on it when fixing and testing bug #668239, because they seem related.

By description, this is rather related to unresponsive to click ui problem (there was abug about it but I cnat find it...). I get this very frequently on my windows machine... Does cycling the window with ALT+TAB fix it temporarily?

Teamviewer, Skype, Stardock Cursor FX - at least those three apps are suspected to influence click behavior on the Windows platform.
