When starting an application, there seems to be a lot of inconsistency as to which monitor the app will display on, when it was previously in a maximised state.

A few examples:
gnome-documents: Always launches on the monitor it was on previously.
web(ephipany): Always launches on the monitor containing the mouse pointer.
Firefox/Thunderbird: Launch on the monitor with the mouse for about 2s, then are moved across to the primary monitor.

All of the above apps start on the monitor with the mouse pointer if they were un-maximised on the previous run.

GNOME is going to shut down bugzilla.gnome.org in favor of  gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/
