I was editing an image (an .xcf) and wanted to change my keyboard shortcuts. 

When I did that, I noticed the little tree menus for the shortcut categories weren't dropping down. I could still search for shortcuts, but not use the drop downs. 

I closed that file and found I could use the tree drop downs, but when I opened a different file (a .jpg), they were locked again.

I opened and closed Gimp, and the drop down tree menus were working again. May not be able to get this to repeat, but thought I'd report it.

Do you mean the expander arrows in the dialog's tree of actions?

Thank you, Bruce, for reporting this. 
I tried with GIMP 2.8.2 on Win 7, 32 bit, but everything is fine here.
Please run 'gimp-2.8 -v' on the command line and post the output here.
Can also you please try again with the current GIMP 2.8.2 from gimp-win.sourceforge.net and report back within the next 6 weeks? Thank you in advance.
