In some cases, as the attached screenshot demonstrates, it is possible for the network list menu to calculate its height incorrectly and go beyond the lower screen boundary.

My guess is that it only used the height of the "list of wifi networks" to calculate, and did not take into account the height of the VPN widgets.

Ah, and probably the amount of wifi networks was "just above enough"; ie not numerous enough to trigger the scrolling/expander feature.
