in gnome terminal, i am annoying with the cursor look when we do ctrl page down (or up) to change tabs : the cursor is like when the window lost focus; 

this bug occurs when we use the gnome terminal that is auto opened at the beginning of the session (the 'restored' session).

if i use a new gnome-terminal window, the cursor look seems to not have this problem, just the saved session with gnome-terminal seems to be impacted

Are you sure it's not just that the focus (dotted rectangle) is on the tab's label instead of the content?

no, to reproduce this bug

1) activate in gnome-session-properties the save session option
2) open gnome-terminal and tabs 
3) close gnome session
4) open gnome session
5) go the gnome-terminal (to get focus)
6) cursor is ok in that tab
7) make a ctrl page down (or up) to change tab
8) this tab has cursor look not ok
9) if i do ctrl page up and ctrl page down again (or opposite) the cursor is then ok again
