The bug has been opened on https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/911475

The version of that report is 3.2.2 but the most recent duplicate happened with 3.3.92

The description seems to suggest it happens sometimes when changing background, no particular steps or config though...
