Disabling bluetooth via the gnome-shell bluetooth icon only lasts for the current session.  Rebooting results in re-enabled bluetooth.  Please maintain the bluetooth enable/disable state persistently.

(I don't know whether this bug lies in gnome-shell or gnome-bluetooth.  Please feel free to reassign as appropriate.)
