Note that closing and reopening the Empathy contact list window will not show the welcome screen, but disabling and re-enabling an account will.

Latest releases of Empathy don't have the account wizard any more. Instead empathy-accounts is supposed to be started. Which version are you using? Is empathy-accounts crashing?

I'm using 3.3.92; what I see is not the wizard, is just a "You have no accounts configured" background in the main contact list.

We should still display the 'no account' page if none is configured or
enabled.
