Whenever I start my laptop, bluetooth is enabled, regardless of the previous setting (or the settings of the hardware switch).
I don't mind about the hardware switch, these things vary so much from platform to platform that I don't expect them to work out-of-the-box. But it would be nice if the last setting was remembered. I rarely use bluetooth and it does reduce battery life.

And if you set Bluetooth visibility "off" and don't use it, the energy saved compared to disabling it fully would be about as much as choosing a lower sound volume...
