The @tableofcontents command has no effect in @mainpage.

The documentation does state:

  "Warning: This command only works inside related page documentation and not in other documentation blocks..."

Which could imply that this result is expected. If this is intentional, it would be useful for @tableofcontents to work in @mainpage as well as @page.
