Patches to add custom date format support to clock

I miss the possibility to tweak the clock and I think that it should have the interface for customizing date format. Attaching a possible patch for this, please review.
Since I dont have my own computer at hand, I've made it without branching repository, just edited it live. I hope it will not make any difficulties.

We used to have that option, but it was removed later[0]. I don't think we want to re-introduce it now ...

But bug 633200 was about removing capplet specifically, why was custom format support dropped and not moved? Isn't it regression?

This code now lives in gnome-desktop, see comment in bug 669778.
