If the ram (for example) requirements are different between the 32 and 64 bit version of the same OS, boxes will always use the requirements for the 64 bit version, even when installing a 32 bit OS.

We were always prefering recommended/minimum resources for 64-bit even
if the OS being installed was 32-bit.

Could you please try with this patch? I only tested if it builds and doesn't break f16 express install.
