If I maximize eog and click at the screen edge to use the scrollbar it fullscreens the window. It seems to think I am double clicking on the image.

If you have the fullscreen-by-doubleclick plugin active (default)
it is likely bug 579595.
We haven't gotten around to expose the data necessary to fix this.
