when there's long notification messages (you can try with notify-send), scrollbars appear and allow you to scroll up and down in the message body.

Dragging the scrollbar works. Using the mousewheel in the "up" direction sometimes works too, but mousewheel in the "down" direction doesn't. Even the mousewheel "up" behaves erratically at times, usually after messing with the scrollbar or some such.
