in A1 type
=sum(A5,B8)
don't click okay yet
note that both A5 and B8 are framed with colored boxes.
If you click inside the text string A5 the frame around cell A5 is blue and the other frame is visible.
If you click inside the text string B8 the frame around cell B8 is blue and the other frame is visible.
so far everything is good.

Now delete the closing parenthesis to get:
=sum(A5,B8
now only the blue frame is visible, but both should be!
If you click inside the text string A5 the frame around cell A5 is blue and the other frame is _not_ visible.
If you click inside the text string B8 the frame around cell B8 is blue and the other frame is _not_visible.

Since the frames are most useful while we are typing, this is a big drawback.

Note the same effect can be observed in 1.10.17.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
